Kite Fly occurs as part of the St. Paul Winter Carnival on the ice of Lake Phalen. The public is welcome to participate. Event is free. Contact: Tim Hansen at thansen@usiwireless.com
Must have a Pass to drive onto the lake. There is Parking available near the kite flying area.
